Arts Centre is continuing to pursue its goal of bringing a performing arts
centre to the city of St. Catharines. To stay current on our progress, please

July 2005 - NPAC
files documents
NPAC has officially filed
the documents required to change the name of the organization to Arts Niagara
and to adopt new objects to its letters patent.
April 2005 Ð Arts Centre committee to be chaired by NPAC
VP
NPAC VP, Sean Charlebois will chair the
Arts Centre committee of
the St. Catharines and Area Arts Council. The mandate and committee members
will be announced in the coming months.
March 2005 - NPAC VP joins SCAAC
Sean Charlebois has joined
the board of the St. Catharines and Area Arts Council and will act as the
voice for NPAC as the two organizations continue to move toward a formal
alliance.
July 2004 Ð NPAC votes in favour of revised objects
The board of the Niagara
Performing Arts Centre voted in favour of adopting new objects on July 14.
The new objects were the result of the work of a task force of NPAC and SCAAC
members, who worked to align the objects.

History of NPAC
Since the
1960s, community organizations in St. Catharines have sought to develop a
civic auditorium or performing arts centre. Here are the highlights of the
initiative since that time:
Early Years
* In 1978 the Fleming Report confirmed the need
for a 1000-seat facility in St. Catharines
* In 1995 the cityÕs Strategic Plan recommended
supporting the development of a performing arts facility
* In 1995, Niagara Performing Arts Centre (NPAC),
an association of performing arts organizations seeking to
establish a new facility, was incorporated as a charitable organization
* In 1996, a Recreation Master Plan was completed
and approved for the City of St. Catharines, recommending the development of
a Cultural Coalition Committee and Municipal Cultural Policy
* Also in 1996, a Cultural Policy Steering
Committee was formed by the Coalition to produce a Cultural Policy
1999
*The City
Council approves an allocation of a $50000 Ontario Lottery grant to NPAC to
manage a Feasibility Study on a new performing arts centre
* City Council
directs the formation of a Cultural Task Force to oversee the Feasibility
Study process. The Task Force comprises representation from City Staff, NPAC,
and the Cultural Coalition Committee
* DmA Planning
& Management Services is hired to facilitate and develop the Feasibility Study
Municipal
Cultural Policy completed and approved by Council
2000
* In March, the St. Catharines and Area Arts
Council (SCAAC) is formed
* In May, the St. Catharines Performing Arts
Centre Feasibility Study is presented to City Council
* In June, the Steering Committee for a Performing
Arts Centre is formed out of the Cultural Task Force.
* Also in June, the results of the Feasibility
Study are presented in a public meeting
* In September, the City of St. Catharines hires a Cultural Supervisor in accordance with the Municipal Cultural Policy
* In October, work begins toward the formation of
the Culture Committee in accordance with municipal Cultural Policy
* Also in October, the Performing Arts
Steering Committee forms sub-committees to proceed with specific areas of the
work: needs assessment, site selection, business plan, community outreach
2001
* In February, the St. Catharines Performing Arts
Steering Committee makes an interim progress report
to City Council
* In September, the Steering Committee reports
again to council indicating its preliminary findings and that
its next steps would be to explore additional programming options, particularly
with summer and tourists in mind, strengthen the performing arts community,
focusing on audience relations and communication between groups, and explore other business or organizational partnerships in the community
* The Steering Committee decided that these tasks
were best undertaken by NPAC
